If you ask me, the entire island of Cebu can have 1 mayor, 1 congressman and 1 governor.. If New York City, a city with nearly 20 million people in its metropolitan area can be run by one mayor, there is no reason why the entire Cebu island, which has less than 4 million people needs 10+ mayors. It's inefficient and we all know how "expensive" mayors are =)
