Japan will be fine, given they are fully prepared for an event like this and I salute the japanese for their dicipline in following instructions and still maintaining lawfull conduct in these events. They dont even need foreign help in thier rescue efforts and if they ask that would be rare and possibly the first in a very long time.

Any Government can do so much to be fully prepared for any calamity, but, sadly, they will still lose some.

And it's not like everyone will cooperate to evacuation orders. Bisan man gani, for example, nagubat na ug nag-bombing run na sa duol, di man gani mamahawa gihapon ang ubang tawo sa ilang panimalay.

All they can realistically do is bring the body count to a minimum.

If you've seen the video footage of the "Tsunami on Fire" where there were two or three distinct sections of the tsunami were ablaze, and a small boat can be seen being pushed by the wave, I found the EXACT spot where this was happening...
