There's something awfully wrong if the best advice we can give to law-abiding citizens is "be vigilant". People shouldn't be scared of criminals--criminals should be scared of the law.
Since you answered all the questions sa police nimo , did you try to go to LTO and have the motorcycle verfied sa registered owner and maybe go to their place to identify him ?
Mind you , we the citizens are also bound to help the peacekeeping and di lang kay magsalig sa police ra pod .
Remember also na part sa kumpyansa is ang flaws nato . Being in an area were we should not be there in the first place , wala ta nag liberty buddy ( solo frlight baga ) , walking or staying in areas na dim lighting lang and medyo mingaw .

Yet it's the most consistent one. I've yet to come across a poster sharing a police success story, which is telling of the state of law and order in the city.
The fact is, you could be as vigilant as you want, but it still won't scare away crime. Just last month, a contractor was shot after an attempted mugging in Cebu Business Park. That's Cebu Business Park. That's like being mugged in Fort Bonifacio or the Upper West Side of Manhattan. Ironically, it was Rama's bodyguards (?) who caught the suspects, and only because he was in the area. (EDIT: This happened in broad daylight btw)
If Rama's reading this, which I take he is since he responded to your email (if that wasn't his secretary that is), then he knows what should be done. Police visibility must be increased, and more people need to be caught for breaking the law. If it means bringing back the death squads, then so be it.

OT: the 2 holdapers were riding a white honda wave with no plate number on it... it happened 12 midnight going home from work with my 2 buddies with me... no LTO office teh next day, i had to work in the morning and wasn't able to report it then to LTO... follow up sa police station but no LUCK... i rest my case with this incident.... as for the thread title... authorities have to work on this matter... dili kay ihatag sa mga citizens ilang responsibilidad...![]()
If he did, he didn't read all of it. I had quite a long intro before the link, so I infer that he based his replies on my introduction than the content of this thread. I am seriously thinking of talking to him face-to-face. I am not just sure how I can guarantee that.
Anyway, the truth is there's no degree of police visibility or number of death squads that would ever deter crime. If gusto jud nilang manghasi or mangawat, ila jud ng buhaton. Ang ako lang is I hope we stop complaining and do something. If this thread doesn't compel Rama to take bigger steps, then it would mean we have to make bolder actions. We all have our own roles to play in keeping Cebu City safe and peaceful.
para nako, it is very obvious nga naa jud problema sa atoang mga kapulisan. Pero naa ghapon mga maau kaau na police. If moingon ta na dapat vigilant ta or di ta "confianza" sa paglakaw nato sa kadalanan... that shows jud nga dili safe and peaceful ang lugar nato. In the first place, after unta pagreport sa ako miga sa iya, he should have done something.. iya ba rin contact-on iya lain kauban nga mo-patrol didto dapita nga lugar kay basin ala pa makalayo ang mga holdaper. Sa iya gibuhat, maresolve kaya ang problema? Or maybe, kasabwat sya ato... that... we never know....
