    After 2008's GMA Opposes ABS-CBN’s Digital TV Application

    According to a report by Lenie Lectura of Business Mirror, GMA is blocking the bid of ABS-CBN to offer digital television service to consumers.

    GMA Network Inc. is blocking the planned expansion of the operator of TV5.

    In a filing with the National Telecommunications Commission, GMA Network wants the regulator to deny the application of Mediascape, a unit of MediaQuest Holdings Inc., to operate and maintain a very high frequency and ultra high frequency TV broadcasting system in 50 areas, including the cities of Butuan, Ormoc and Tacloban, the provinces of Zambales, Bohol and Albay and Coron Island in Palawan.

    Last year, MediaQuest bought ABC Development Corp. as well as 70 percent of Prima Berhad for P4 billion to gain control of TV5.

    MediaQuest is the media arm of the PLDT group.

    GMA Network said MediaScape, formerly known as GV Broadcasting Inc., has “no legal capacity” to construct, operate and maintain any TV broadcasting operations in the country.

    GMA Network said MediaScape is “operating in violation of its legislative franchise under Republic Act No. 8591.”

    GMA Network said the divestment of the Galang family and Satventures Inc. as shareholders of GV Broadasting in favor of MediaQuest had no approval of Congress and the NTC.

    Satventures owned 500,000 shares in GV Broadcasting, while the Galang family had 60,000 shares.

    GMA Network said the sale or transfer is “precisely what is prohibited under Section 10 of R.A. No. 8591 amending Section 12 of RA No. 8169.”

    2010 ang gi-mean sa TS, last year lang. Wa ko kahibaw ani pero if tinuod ang gipost ni TS bad for TV5. Scared-cat ang GMA, always opposing. If wala nila gi-oppose ang digitalization 2008 pa ngdigitalized na ang ABS. But as what I heard, digitalization will take place before 2015, so anytime soon the competition of GMA and ABS will be fair since ang issue nganu dehado ang ABS sa mega manila is because of weaker signal than GMA. It will also be a good start to TV5. An eye for an eye ang laban, a tooth for a tooth.

    THE battle between GMA Network Inc. and Philippine Long Distance Telephone Co. Group shifted to Pangasinan after the operator of GMA Channel 7 opposed the plan of PLDT subsidiary Mediascape Inc. to operate a broadcasting system in Dagupan City.

    Mediascape, a wholly owned subsidiary of MediaQuest Holdings Inc. which in turn is under the PLDT Beneficial Trust Fund, the PLDT Group’s retirement fund, had no legal personality to operate in Dagupan, GMA Network said in an opposition paper filed with industry regulator National Telecommunications Commission.

    Mediascape, which owns the subscription-based direct-to-home satellite service Cignal Digital TV, wants to build and operate a 10-kilowatt, very high frequency television station in Dagupan and has applied for a license with the commission.

    GMA Network said MediaQuest failed to prove that Congress approved its acquisition of then GV Broadcasting Systems Inc., now renamed Mediascape, as required by Republic Act 8591.

    The network said Mediascape’s plan for Dagupan was not feasible as all TV channels received in that area were originating from transmitter sites in Santo Tomas, Benguet, and that those had already been assigned to ABS-CBN Channel 3, IBC Channel 6, NBN Channel 8, GMA Channel 10, and RPN Channel 12.

    Mediascape’s entry in Dagupan would only result in “co-channel or adjacent channel interference,” GMA Network said.

    Felipe Gozon, GMA Network’s chairman, president and chief executive, earlier sniffed at the idea that Associated Broadcasting Co.’s Channel 5, a recent acquisition of MediaQuest, could challenge the “duopoly” of GMA-7 and ABS-CBN Channel 2.

    “TV5 only competes with QTV 11,” and the TV network recently acquired by PLDT chairman Manuel V. Pangilinan was only no. 3 in market share and way behind in advertising revenue, Gozon said.
    Still, GMA Network was ready for another competitor because “whether we welcome it or not, it is already part [of the game],” Gozon said. “It is something we have to meet.”
