The reality is that Americans want to work in jobs that befit their education and intelligence. It is kind of a waste to see computer programmers, engineers and other highly educated individuals working in a call center. It's a waste of their talent and an insult to their training. Americans can be choosy because their economy is diversified. Their economy is diversified because there are many successful businesses. There are many successful businesses because their government and laws are pro-business and encourage businessmen to invest more money.
Contrast that with the Philippines. In order to attract even the smallest of investments, the investment has to promise the foreigners massive amounts of profit in order for them to even bother taking on the risk of investing in such a pro-labor, poorly governed country with a shaky justice system. This means that the labor cost and wages must be so low compared to doing business in their own country to guarantee fat profit margins, otherwise it's not worth the risk. The downside to this is that any jobs offered are going to pay disproportionately lower wages than they would back in the U.S. because if they didn't then the companies wouldn't bother investing, why would they? Too much trouble... That's the problem with having a pro-labor mindset like we do in the Philippines. We are always thinking only of the employees, and not the welfare of businesses that is why very few businesses exist that can really offer workers challenging roles that pay enough money.
