Arroyo lectures Aquino on good gov’t, budgeting

From one failure to another, the camp of former President Arroyo hit back at President Aquino for incessantly blaming his predecessor for the slow process of reforms in his administration, latest of which was in Aquino’s 100-day report wherein he again recounted the many problems he inherited from the past administration.
Arroyo’s son Ang Galing Pinoy Rep. Juan Miguel “Mikey” Arroyo lashed back at Aquino charging him with changing the government for the worse in what could be the strongest denunciation so far of Aquino by a member of the Arroyo clan.
In a text message, Arroyo said Aquino’s statement saying his biggest challenge was to change the old system which had become worse for the last 10 years, lacked substance and concrete basis nor plan for his six-year administration and contained nothing but empty rhetorics.
“I find President Aquino’s statement saying
his biggest challenge is to change the old system vague. What system is he referring to? Does changing the old system mean the government is abandoning its social responsibility to the people as manifested in its slashing of the budgets of the DoH (Department of Health), the DepEd (Department of Education), the Ched (Commission on Higher Education), DFA (Department of ForeignAffairs), the DA (Department of Agriculture) and other agencies associated with social services?,” Arroyo said.
Arroyo added that by slashing the budget for social services,
Aquino is himself guilty of criminal acts for having abandoned the government’s social responsibility to the people.
“Abandoning its social responsibility to the people by providing zero-budget for the National Food Authority (NFA) and for capital outlay for state universities and colleges are not only a disservice to our farmers, the consumers and the studentry. Slashing the budget for health services of the DOH is not only a disservice to the people who rely on free or cheaper but quality health services. Providing a meager budget for legal assistance to our OFWs who remit billions of dollars each to the government is not only a disservice to them,” said Arroyo.
“Abandoning the government’s responsibility on them is tantamount to committing a crime against the Filipino people whom this administration had vowed to serve” the solon exclaimed.
The other day, Aquino was quoted saying the biggest challenge in his first 100 days was to deal with the fact that he is trying to replace the system that has been in the country.
“And it’s worse, in fact, for the last 10 years,” Aquino was quoted by reporters saying.
Arroyo’s mother, Pampanga Rep. Gloria Arroyo served for nine years as the country’s 14th president. Arroyo’s government was noted for leading the country into being considered one of the most corrupt in the world mainly as a result of the many scandals involving her and those around her.
Arroyo also accused
the administration of focusing too much on publicity stunt rather than concern itself with the country’s growing problems.
“If there is one thing I find this administration is serious about is that its concern for publicity stunt. The past two months, I was so amused with countless of streamers and stickers all over the metropolis screaming in bold letters, “Kasama ako sa pagbabago,” (I am for change) which at that time, I really had no idea what it was trying to imply. And now, after the President’s first 100 days in office after which he announced he is faced with a challenge is to change the system, and with yellow stickers this time saying, “Nagbago na ako,” (I have changed) I realize that those stickers were only meant to prop up the President’s announcement for a change which he still cannot qualify,” said Arroyo.
Instead of leading the country to change for the better through his “daang matuwid” (straight path) slogan of governance, Arroyo said Aquino is leading the country to a crevice.

Yes, he has implemented change. Change for the worse,” Arroyo averred.
“
He has implemented a change in the approach in the handling of a hostage – taking situation which resulted to the death of eight foreign nationals. He has implemented change in the budgeting system, slashing the budgets for the government’s basic social services and diverting the funds to increase his own pork barrel and the budget of favorite cabinet secretary from the DSWD (Department of Social Welfare and Development).”
“He also implemented change by dividing departments, particularly the DILG, entrusting the handling of the police matters to his shooting buddy, Usec. Rico Puno instead of Secretary Jesse Robredo which effective resulted to a chaotic agency. He also implemented change by promoting distrust in the bureaucracy by issuing Executive Orders 2 and 3 which recalled the appointments and promotion of deserving government officials and employees whose appointments and promotions have been done in accordance with the law,” Arroyo narrated.
“These are the changes President Aquino had done so far,” he stressed.
