its called Interference.

anyway, sa modern computers, very minimal and in general minimal na man lang ang mga wires to receive interference cguro. just my opinion..

unlike the old cables katong naay "bulge" sa usag tumoy. those bulges are actually coils that filters interference received by the cable.

I wouldn't directly recommend that guy to open his monitor unless he is an experienced electronics service guy.

I'd rather give him advice let experienced Tv technicians (if he's using CRT) or electronics shop to check the monitor.

try to get a new VGA / DVI signal cable, and see if that resolves your problem.

fans generate almost zero interference.

and I never heard fans could generate interference.

engineers must have saw that long time ago if naa pa. fans today and fans in the earlier years works the same, they just differ sa kind of bearing.
