She really likes guy 1, but there's something keeping her from choosing him. Be it something she doesn't like in him, maybe something he did, a past issue, or something. Tell her to find out why, because if it's making her hesitate then it's not a simple matter that she can just forget. She has to weight that in too.

As for guy 2, I think she's somewhat impressed with what he did. But not enough to make her choose him. Maybe she haven't known him that long or maybe she's really leaning towards guy 1.

Whatever the reason is, tell her to take her time in choosing jud.
