There are simply too many nurses, that's the problem. Cebu City alone has 11 hospitals, 2 of which are under the government. For a city of this size, that's just about right,though the chances of all hospital beds in the city being used are not unlikely. It doesn't help either that government hospitals put a cap on their workforce, especially the nurses. The last time I checked, Sotto's nurses can have loads of up to 30 patients each.
It's sickening.
