    it is like this bro:

    the Design Department is responsible for the proper Engineering design. then it goes through the process...until a Budget is approved for the particular project.

    fast forward ta ha>>> approved na ang budget then nakahuman na ang bidding ug nakapili na ug contractor.

    project implementation ana for example sa DPWH kay mao man topic sa TS. then sugod na mobilize ang project sa contractor.

    here will come the job of Project Inspectors sa DPWH. They have so called Schedules. Schedule 1 for this lenght of construction..and allocation for the billing by the contactor.

    The job of these Inspectors is to make sure the the specifications are followed by the contractor. No billing will be approved for payment without the signature of these Inspectors.

    Simple ra di ba?

    I know...I was an government inspector!

    mao nang low quality ang projects like for example the road pavements kay ang budget g-intend sa pghimo di na paigo kay gikuhaan na sa mga SOPs. "kasagaran 50% sa orig price contract na lng ang mahabilin" as what my contractor friend told me. mao na di na dili ma-achieve ang standard quality sa mixture like sa asphalt ug concrete pavements. Den i-test man jud na cya kay pangitaan man ug certification sa strength ana sa mixture, mamanipulate ra man sab nila ang result sa test sa una nakakuyog ko ngtesting sa mixture for the road samwer sa southwest sa cebu FAILED ang result but my friend handed an ample amount dala ingon i-PASS na lng ang result mao na PASSED ang result...na-shock kaau ko ato...and one time my friend asked me to come with her adto mi sa DPWH den she asked me if naa koy extra 1K kay naa cya ghatagan ug 2.5K sa ofc sa dpwh, harap-harapan kaau ang hatagay akoy nauwaw den after adto mi sa denr i told her na stay lng ko sa car kay mauwaw ko sa iya gibuhat...she said mao na ni duwa dre basta govt projects. I am a civil engineer also and since that day i didn't want to practice my profession. My friend told me na idealistic ra daw kaau ko di ko mabuhi kun di ko mosayaw sa tune...

    naa ra gyud na sa tumoy sa bolpen sa mga government inspectors.

    perhaps one of the reasons i was not a favorite in my department kay i stick by the specifications man.

    one of my fellow inspector was given a suzuki vitarra and another got a small bungalow.

    i got jobless after the project...wahhhh
