    THE Millennium Challenge Corp.'s (MCC) board of directors on Thursday declared that the Philippines is now eligible to apply for MCC Compact Assistance status, which makes it eligible for full assistance from the MCC.
    The MCC chief executive officer John Danilovich said the board noted the Philippines' consistent performance on eligibility criteria and its effective implementation of the MCC-funded Threshold program on curbing corruption through improved tax and customs administration and by strengthening the Office of the Ombudsman.
    The Philippines enjoys only a Threshold Program status, which means it only receives small grants designed to help improve its performance.

    "The Philippines, like all countries eligible for compact assistance, must maintain its performance on the MCC selection criteria and begin a broad-based consultative process with its people to develop a proposal that addresses the country's barriers to poverty reduction and economic growth. As partners, we agree that ending corruption and finding long-term ways to reduce poverty are urgent priorities that deserve our full attention," Danilovich said.
    Countries that are compact-eligible can submit a proposal for a five-year program to reduce poverty through sustainable economic growth.
    Press Secretary Cerge Remonde, in a press briefing in Malacañang, said the granting of Compact Assistance status to the Philippines is a "seal of good housekeeping" on the country and recognition of the anti-corruption work of the Ombudsman.
    It means, Remonde said, that "the President (Gloria Macapagal-Arroyo) is doing right."
    He said the finance department is finalizing the submission of projects that would be funded by the grants from MCC.
    The list of projects total $749 million, which is broken down into: sustained upland water protection through small water impounding projects of the Department of Agriculture, $42.6 million; integrated revenue system, $147.9 million; secondary national road improvement project, $190.7 million; conditional cash transfer, $227 million; and empowerment in development of poor Kalahi-CIDSS, $140.7 million.
    Remonde said the Philippine compact proposal was submitted last month and the next step is peer review to be completed by the end of April.
    "I think MCC recognized the improvement of the conviction rate of the Ombudsman," he said, citing the hiring of additional prosecutors and the tax administration reforms by the finance department.
    "Definitely this will be a shot in the arm, an additional source of capital for economic development and infrastructure and human development," he said.

    Compacts, an operative term of MCC refers to large-scale grants that are made available to countries that passed MCC’s eligibility criteria. The country was declared eligible last March 2008 with KALAHI-CIDSS considered as one of the projects fit for the Compact Program Assistance late last year.

    KALAHI-CIDSS was launched in 2003 and aims to improve the quality of life in the country’s poorest communities by developing people’s capacities to design, implement and manage local development activities that reduce poverty and strengthen their participation in local governance.
