btw. ayaw e confuse ang doctor's fee over the hospital fee. kana pang operate ang gi bayad nimo ana sa OR is to the hospital, and doctor's fee (usually the most mahal gyud in Chung Hua) lain sad na. ang kana mga doctors nga overpricing kaayo muy angay taxan.

    wiki:

Ownership is the quantitative difference between for- and not-for-profit organizations. For-profit organizations can be privately owned and may re-distribute taxable wealth to employees and shareholders. By contrast, not-for-profit organizations do not have owners. They have controlling members or boards, but these people cannot sell their shares to others or personally benefit in any taxable way...

While they are able to earn a profit, more accurately called a surplus, such earnings must be retained by the organization for its self-preservation, expansion and future plans. Earnings may not benefit individuals or stake-holders.[3] While some nonprofit organizations put substantial funds into hiring and rewarding their internal corporate leadership, middle-management personnel and workers, others employ unpaid volunteers and even executives may work for no compensation. However, since the late 1980s there has been a growing consensus that nonprofits can achieve their corporate targets more effectively by using some of the same methods developed in for-profit enterprises. These include effective internal management, ensuring accountability for results, and monitoring the performance of different divisions or projects in order to better benefit from their capital and workers. Those require satisfied management and that, in turn, begins with the organization's mission.

regarding determination if CHH is really a NPO, it's the work of Securities and Exchange Commission kay sila na ga-regulate and ga-check sa books and ledgers.... naa sad power ang local government to regulate since the NPO operates in their jurisdiction that's why need sa CHH ang Permit from City Admin. The problem here is that, dapat i-clear out sa City Admin kung unsa ilang nakita nga kasaypanan sa CHH... sometimes dili lng about payment of taxes, basin naa sad problem sa operations nga mka-badly affect sa mga katawhan or basin naay mga pending cases against CHH.... let's wait and see na lng sa clarification sa City Admin.

In the first place nganong na-qualify man ang Chong-hua sa exemptions, thay are earning money, and I did not hear nga naa silay mga viable humanitarian foundations. Angayan gyud sila mobayad ug tax, pero kinahanglang in operation gihapon sila nag-kinahanglan ra ba gyud ta ug hospital.
