I understand Tomas Osmena's concern because he needs to protect his SRP.

Osmeña said he would not support the bill because the local governments in Cebu would lose tax revenues and effective control over their localities since the economic zone would be mainly in the hands of the private sector.

“No taxes paid and that's the nice part, only that you wake up one morning realizing that nobody is collecting your garbage. How can we do that if the local government doesn't earn any revenue? “ he said.

He said the trend of urban migration would worsen as people flock to the city for jobs, increasing the urban poor population and need for services.

Supporters of the bill said declaring Cebu an ecozone would attract foreign investments,especial foreign locators who would enjoy tax holidays and other incentives in a special economic zone.

Whatever is good for businessman, is good for everyone, because they are the ones who provide livelihood to the government. I'm not sure about Osmena's concern on this, we would lose tax revenues but as far as I know the VAT will still be there. They clearly need to do the math on this, because it's important to know by how much VAT collection will increase as a result of improved economic activity because of Ecozone status and whether this offsets the loss of local revenue. We also need to take a better look at the proposed bill as a whole, maybe it still permits some local taxation for basic services.

The problem of SG I'm not sure is a real problem at all. Most of the people who complain about foreigners are racists, and are doing so only because they don't want minorities living in SG. It's the same kind of sentiment of American racists who don't like Mexican workers and say they are stealing their jobs, even though most of these migrants are taking dirty jobs that no white american would touch.

I think the opposite will be true, because the proposal calls for a province wide Ecozone as opposed to a cebu city only zone so there'd really be no particular need to put up a business in the city as opposed to in the provinces.

Dili man pud kay private sector ra ang mo control. Unsaon na lang ang governor ug mga mayors diay. This will be a public-private partnership. The ecozone will be headed by both government and private sectors. They will work hand in hand for economic development.

That would apply if there is a high demand in real estate. Best example for that is the real estate industry ... kasgaran properties (house and lot) nga nag palibot sa cebu city and mandaue (asa kasagaran trabaho) dili na mo ubos ug 1m ... even a call center TL dili basta2x maka afford ug house and lot

Most of the people who complain about foreigners are racists, and are doing so only because they don't want minorities living in SG.

diba naa man ka friends in SG.. pangutan a sila kung issue about race ang ila reklamo sa foreigners
singaporean (all races.. chinese, malay, indian) ang mga nang reklamo

ang VAT + income tax wala rana naka 1/4 sa millions/billions of pesos nga ma wala sa cebu island

I agree with this plan, i really hope can push through. mo uli na gyud ko pinas, kanang mga nireklamo mga locals sa Singapore..mga klase sa tao nga tapulan..according to SG President, it is ok to hire more foriegners as long it will help the economy. ila pud gipa taas-an ang qualifications sa foriegners...mga insik kasagaran sa singapore kay tapulan, gusto lang sila trabaho nga sayon..

i would agree to that bill. this would somehow employ a lot of us cebuanos. but i think this should go through some tweaking especially on the Tax issues so that the govt could also also benifit from foreign investors. in that way it will be a win win scenario.
