Osmeña said he would not support the bill because the local governments in
Cebu would lose tax revenues and effective control over their localities since the economic zone would be mainly in the hands of the private sector.
“No taxes paid and that's the nice part, only that you wake up one morning realizing that nobody is collecting your garbage. How can we do that if the local government doesn't earn any revenue? “ he said.
He said the trend of
urban migration would worsen as people flock to the city for jobs, increasing the urban poor population and need for services.
Supporters of the bill said declaring Cebu an ecozone would attract foreign investments,
especial foreign locators who would enjoy tax holidays and other incentives in a special economic zone.
