Are you not bothered with this, maka obey man kaha ta ug rules when out of country ta. Why not here in our own country? So, we need a strict implementation of a very efficient system. That how it works, k.

I guess it is more ominous in having a hydra than having a single headed octopus.
I think the root cause is monetary, we need to manage our resources not giving
any corrupt government officials to put it inside their pockets.

Monetary is just one element of a system. If you have a very efficient system and a very efficient leader, everything goes smoothly.

an efficient leader can make a system efficient
a bad leader can make a system bad

granting we go into Federalism, the national govt should now focus on those poor provinces instead of the capital. bring development to those provinces. we should develop in parallel.

We are talking here the whole system itself. The people are infected with this system which needs a complete overhaul. Ex, Centralize government, LTO, CUSTOMS, BIR, DEPED, and etc. Corruption is there. Sample ha, taga Cebu ka. Unya naay MRT ug LRT sa Manila. I do know if naka sakay ka ana but I guess majority wala jud. All Filipinos nagbayad ana kay subsidize na sa gobyerno. Ang naka pahimulos kay taga Manila ra. Ang existing nga plete sa train dili na mao. I guess 50% or more, gobyerno ang nagbayad. Unya, ok ra ka ana?

This is a good point to consider. Changing the System is the first step. Naturally, this will be difficult in its neophyte stages but everything will cope up and will be better for everyone in the long run.
