Per hostage account, Mendoza was rational until his brother was arrested. So the blame now shifts to the crisis management for reasons,

    1. Failure to contain the crowd.
    2. Regulate the media broadcast. (Taping should be allowed but not live broadcast, IMHO that is the best compromise)
    3. Not putting all assets we have to gather intel, plan assault and negotiate.

Basta ingon ani, ang trick man jud unta kay patas.on ang negotiation, uyon-uyonan ang hostage taker until kapoyon. Kung mangayo ug pagkaon, exchange hostage. Kung mangayo media exchange ug hostage. Hangtod gamay na lang mabilin hostage nga should mu abot sa assault, minimal ang collateral damage if ever.

Like what the British Expert pointed out, they could have mag a farce agreement kay di btaw kailangan i honor.

"I wondered why the authorities just didn't give in to all of his demands," says Charles Shoebridge. "A promise extracted under force is not a promise that you are required to honour. Nobody wants to give in to the demands of terrorists, but in a situation like this, which did not involve a terrorist group, or release of prisoners, they could have just accepted his demands. He could be reinstated in the police - and then be immediately put in prison for life for hostage taking." The Philippines authorities did in fact give in to the gunman's demands, but too little, too late. One message promised to review his case, while he wanted it formally dismissed. A second message reinstating him as a police officer only arrived after the shooting had started.

BBC News - Ten things the Philippines bus siege police got wrong

That the decorated policeman hostaged people and demand reinstatement, klaro na kaayo nga desperado ang taw and not thinking straight. Kung wala pa lang gi agitate like katong footage nga gi arrest iyang brother, bloodshed could have been avoided. Pila ra man tawn pag ilad oi.

Naa mana psychological profile unta ang mga hostage negotiator nga basehan sa ilang pagtrabaho.
usa ra gyud akong ika sulti yabagon gyud to nga pulis si mendoza...

In addition to babypau2x's contribution, here is an article from Political Tidbits.

Excerpt from the article: Wanted: a face on the crisis management team.

Star business columnist Boo Chanco, the younger brother of my late brilliant lawyer-friend and UP contemporary, Mian Chanco Sison, caught the true essence of what fundamentally went wrong with “Bloody Monday” in one phrase: “there was no face on top of the crisis management team.” Boo stressed from his many years of the management of crisis situations that “the first step is to assure the public that an experienced crisis management team is in control,” and usually it ought to be the “top honcho.” The public, he said, didn’t see this team that Monday---“it was invisible.” Boo stressed that if P-Noy couldn’t display what it takes to handle a hostage-taker of a bus loaded with tourists, he worries now that P-Noy “may have what it takes to handle an even larger crisis situation” such as the terrorist attacks in Bali some years back or a major natural catastrophe like Ondoy.

Our sense of ethics and responsibility is flawed. We only exercise it kung sitahon na ta, kung naay negative consequence sa atong interest, pero kung di gane bahala na na ang interest sa uban(which is in this case, bahala na na ang safety implications sa hostages). Get it?

You're partly right. But let's face it, a traffic issue and a media issue are exactly two "different" issues if not partly. First and foremost, we have this so-called "freedom of the press" but the latter, it doesn't have "freedom of the traffic rules" or the like. Basically, media can cover anything not unless it is "mandated by the authorities NOT to" as opposed to traffic lawbreakers that before they do such unlawful act, they already know that it's wrong. Secondly, the media is not the "negotiator" that will let them know that this particular coverage is not of "help" anymore. Again the media is not there to "help resolve" the issue but to "let us know" the issue, those are exactly two different things. So, I was saying earlier, IF THERE'S AN ORDER FROM THE AUTHORITIES not to cover something (because the authorities know the situation... or did they??), surely the media will follow. Do you think ABS-CB*, GM*, and other stations will "risk their name" to disobey the authorities just to cover this. I don't think so.

But all due fairness, we have same observation on traffic issues. I believe, we'll just pray for the speedy recovery of our nation. That's the most we can do.

this big embarrassment in front of the international community may be the big kick we need to straighten ourselves up.... i'm starting to believe the society itself is rotten... how can a rotten society expect elected officials to be unrotten? its not only the issue of corruption, its also a matter of the quality of the society...apparently, we are just satisfied blaming everything on government, police, businessmen, etc... when in fact we ourselves contribute much to how we are right now....

mao na lagi nang gusto magpaka-hero, maka-among jud ug laing tawo... the best thing the ground commander could have done was to get as much help para mas dali ma-resolve ang problema...
