yup its a shelter but it doesnt cover a major portion of their tax responsibilities.

The gov't is starved for funds. best case scenario kay Villarica will settle all taxes required immediately but at a 50% discount. if i own a big company and have a lot of employees then be prosecuted for tax evasion i will definitely file for bankruptcy and close my company. or keep it open but ill definitely downsize my work force to cope up for the loss. now, the govt have to deal with more unemployed people. that's why there's amnesty in tax evasion. you get to pay a certain percentage only of your tax instead of the whole amount coz the govt can't afford to give jobs to more unemployed people.
