in filing a dispute the credit card company or paypal has to investigate whoever is not telling the truth...tracking no. is a big help...the seller has all the information of the buyer like her name and address (unless its fake) but rarely na kaau ni mahitabo kai if ur a buyer ofcourse u want to get the item...alang-alang imo ibutang fake names or address saon nimo pagkakuha sa item.
