Only about 3,000 people on average are questioned every survey. Ang population sa Phils around 95,000,000 including children. The voting public (18 and above) is considerably much much MUCH MUCH MUCH more than 3,000.

You can also check the past presidential elections. It will tell you that being number 1 in surveys does not guarantee a win (Miriam, Mitra, etc).
