    As far as I know, Republic Act 9184 (Government Procurement Act) allows the substitution of specifications as long as it is approved by the requisitioner or end-user. This is usually resorted to when the original specification is unavailable or short in supply.

    In this case, the school principals who requested for the equipment approved the substitution. In fact, they received the computer sets with the revised specifications.

    And yet even with the revised specifications, the computers were overpriced. You do not know if the original specification was unavailable or in short supply, so you're just speculating. Unless these computers were running on i9 processors there's no reason they would ever cost that much. What are they gaming PCs with the latest graphics cards and do they include internal cooling? Lol@these pithey excuses and internet forum lawyering.

    The phrases "unless these computers" and "what are they gaming PCs" are the ones that are apparently speculative, not the provisions of RA 9184.

    Those who said that the computers were overpriced should have participated in the bidding...after all, even if their prices are super-low, they can't bag a government contract if they don't take part in the bidding process...where were they when invitations to bid were published in local/national newspapers, pasted on city hall's bulletin boards and posted in the website of the government procurement board?

    And where were the watchdog groups when they were invited to sit in the meetings of the bids and awards committee as provided for by RA 9184? LOL
