I'm sure the mayor is doing his job in following it up; after all, delays in project implementation, whether national or otherwise, are always attributed to him, whether rightly or wrongly. It's just that DPWH people are not famed for being prompt in their actions, no matter how you prod them. Besides, this shows that Radaza is no tyrant, otherwise, the heads of DPWH employees who caused these delays must have rolled already by this time. This must be a case of damned if he does and damned if he doesn't.

The traffic lights were part of a project by DOTC involving 32 intersections under MCDP I funded by the 17th Yen Credit Package of the then Overseas Economic Cooperation Fund (OECF) of Japan.
The MCDP Chairman under whose term the project was implemented was Cebu City Mayor Tommy Osmena. The Lapu-lapu City mayor at the time was Ernest Weigel, Jr. It was also Tommy who insisted that only CITOM personnel be trained on how to repair the traffic lights. Other mayors, from Talisay to Consolacion, did not object.
Thus, only CITOM people know how to repair these traffic lights up to now. In fact, Mandaue has the same problem everytime one of its DOTC-MCDP streetlights bogs down; they have to wait until CITOM can send repairmen. On the other hand, CITOM, by its very mandate, prioritizes Cebu City before it sends out a team to Mandaue; sometimes, that can take ages.
Meanwhile, everyone knows that Radaza and Osmena aren't exactly good buddies. Which is probably the reason why the DOTC-MCDP traffic lights in Lapu-lapu City have remained unrepaired despite repeated requests and follow-ups until now. If similar repairs can take ages in Mandaue, how much more in Lapu-lapu?

Let it take forever on repairing that particular traffic light. I hope Radaza give a very good pay to those CTMS personnel manning the traffic there. They are working hard, rain or shine. I like the way it is handled right now.
LGUs have local autonomy. It can do whatever it wants over it's jurisdiction. Throw those CITOMS away over the window.
Read the post carefully before responding. You are free to post all the pro-Radaza propaganda that you want. But other posters are also free to state the reasons why they don't believe you. It's simple common sense.
What you should refrain from doing is attacking other posters personally. Calling people "diktador" or "elitista" smacks of immaturity and turns the forum into a circus of uncivilized behavior. I hardly think acting in this manner is going to make people more likely to believe you and think Radaza is the best thing to happen to Lapu-Lapu since Shangri-La. However, if you think this is an effective strategy for winning people over then go ahead, just as long as you're sure you're not going to get banned.
People can discuss whatever they want as long as they don't resort to personal attacks and stay on-topic. The purpose of the politics forum is to foster discussion about politics, and not to "uphold democracy and shun bigotry" as you say.
