    HOSPITAL ‘POLICY’ BLAMED ON EXEC’S DEATH

    Capitol: No such rule; Argao incident probed

    Is there really a policy in the Argao district hospital that bars medical personnel such as nurses from accompanying a patient who would be transferred to a Cebu City hospital on board an ambulance?

    The relatives of Argao town tourism officer Ted Villarmino raised this question after he died following an asthma attack last week inside an ambulance on his way to a Cebu City hospital from the district hospital.

    Villarmino, 51, was only accompanied by his helper, Nora Cañete, inside the ambulance. He did not complete the close to 70-kilometer road trip to the Cebu City hospital. He died upon reaching Carcar City.

    “Nakaingon gud ko nga unsaon man ni nako nga wa man gyud koy nahibaw-an sa pag tabang sa sulod sa ambulansya? (I asked myself – what am I to do because I don't know how to help him inside the ambulance?),” said Cañete during an interview with CEBU DAILY NEWS yesterday in Argao town in southern Cebu.

    Cañete said the family and relatives of the victim wondered why there was a “standing policy” at the Isidro Kintanar District Hospital that no nurse, whether he or she is agency-hired or a regular staff member, be allowed to tag along with the patient inside the ambulance.

    An anonymous letter from supposed relatives and friends of Villarmino circulating in the Internet blamed Cebu Gov. Gwendolyn Garcia for the alleged inadequate services at the hospital that led to the death of the tourism officer.

    Villarmino is a relative of former 2nd district representative Simeon Kintanar, a political rival of the governor’s father, Cebu 2nd district Rep. Pablo Garcia.

    But Capitol consultant Rory Jon Sepulveda denied that there was such a policy from the Capitol and that the incident is a subject of the ongoing investigation.

    Sepulveda said that an ambulance bringing patients to hospitals in Cebu City should always be accompanied by medical personnel.

    “Wala gyud na sa polisiya sa gobernador nga dili pakuyogan (It has never been a policy of the governor not to let medical personnel accompany a patient to the hospital),” said Sepulveda, who is also the Capitol's spokesman.

    “That is not a policy of the governor. That is why that is one of the issues that they (hospital staff) have to answer if proven,” Sepulveda was referring to the allegations of the alleged no medical or health personnel policy of the Argao district hospital.

    But some hospital staff in the Argao town hospital in an interview with CDN yesterday confirmed that the nurses especially those hired by Powerline recruitment agency were not encouraged to board the ambulance because they would not be given benefits if they figured in an accident while transporting a patient.

    Powerline agency is owned by the family of Garcia's running mate, Glenn Soco.

    Dr. Renato Cairo, doctor on duty at the hospital yesterday, said that the Internet letter was partly true and filled with false accusations against the hospital personnel.

    He said that because of lack of personnel, the hospital staff were discouraged from accompanying the patients due for transfer to Cebu City hospitals.

    He cited an incident in a neighboring town where a non-regular employee was killed in an accident. The nurse and her family did not receive any benefit from the government.

    He also said that the 25-bed hospital was a primary hospital and could only give basic health services.

    Midwife Teresita Rubina also said that if the staff members would decide to go with the patient inside the ambulance, it would be considered as a voluntary action.

    Right after work from the Argao town Hall last March 23, Villarmino allegedly complained of difficulty in breathing prompting him to go to the hospital.

    Rubina said that the letter against them did not tell the entire story correctly because they had given the patient the medicine needed contrary to the claim of the white paper.

    Rubina, who was also on duty on that day, said that the attending physician, Dr. Geraldine Amante (who was hired under Powerline) confined Villarmino to the hospital even though the patient insisted on going home because he was already given the nebulizer.

    Despite his insistence, Amante ordered Villarmino to be confined in the hospital.

    But on March 25, Villarmino suffered another asthma attack. This time the doctor recommended that he be transferred to a hospital in Cebu City where the facilities were more advanced.

    The doctor and hospital personnel at that time were already looking for Villarmino's relatives so they could facilitate his transfer.

    “Nagpatabang pa man gani mi ato sa police para mangita sa ilang mga paryente (We even asked the police to help us look for his relatives),” said Rubina.

    After a few minutes, Cañete arrived at the hospital and contacted Villarmino's relatives on Consolacion Street in Argao town to approve the transfer.

    Cañete said she did not then have money and Villarmino only had P150 with him.

    Villarmino, who was single, lived alone in his house with his helper and her family. Cañete told CDN that Villarmino’s siblings and other family members lived in Cebu City.

    Cañete said hospital staff members later told her to buy medicines for the nebulizer because the supply for the hospital for the day had been used up by Villarmino and another patient.

    She said that she and Villarmino didn't have money at that time and was only able to buy the medicine when one of Villarmino's relatives came and lent them some cash.

    “Pagkahuman, nangita pa gyud mi sa driver unya gipabayad sa gasolina sa ambulansya mga P900 kapin una mi nakalarga (After that we looked for the driver. Then we had to pay for the gasoline for the ambulance more than P900 before we could leave for the city,” said Cañete.

    Cañete said she thought that she would be taught what to do inside the ambulance since nobody would be accompanying them from the hospital.

    But she claimed that no one told her what to do when they left.

    Around 4 a.m. along Carcar City, Villarmino passed away. The ambulance then turned to the Carcar district hospital and headed back to Argao town after they knew that Villarmino could not be saved.

    Sepulveda, on the other hand, said he was aware of the anonymous letter circulating in the Internet.

    He said that he was also aware of the incident since Villarmino is a relative of the Kintanar family.

    “One initial finding in the investigation was that there are a lot of false information on that letter,” Sepulveda explained.

    “There was also no complainant. But then again we have conducted an investigation into the incident. We are expecting the results within the week.

    He said that through Dr. Cristina Giango, a formal investigation was conducted and the Integrated Provincial Health Office is expected to submit a written report of the incident.

    “We wanted a written report; kung klaro nga naay nakasala there would be disciplinary actions na kinahanglan,” said Sepulveda.

    One aspect in the investigation is the reports that the staff themselves would not accompany patients on the way to the Cebu City on board the ambulance.

    But he said that the false information presented in the anonymous letter could have been crafted by those who are against the governor due to the campaign season. The letter had blamed Garcia for the lack of facilities in the provincial district hospitals.

    “Sagdi nalang daghan man man gyud ingon ana; panahon man sa eleksyon hunting season man,” Sepulveda quipped.

    the friends of ted villarimo will be holding a press conference on wednesday at city sports club at 11 am. The writer of the blog ted lucero sales, the househelp of ted villarimo who accompanied him in the ambulance will be there. A doctor hired by powerline will be there also to give credence to the whole issue. It is unfortunate for the capitol that this happened at this time that the campaign period has started when he died. Most of us, his friends are voters in the city. We want to straighten out the facts that the capitol has distorted in the the banner story of the cebu daily news!!!! The friends of ted villarimo would just like to inform our province mates of the true state of the provincial health care program. If you are one with us please show up on wednesday. Sorry but we have to pay for our own meal. This cause is for our less fortunate province mates who cannot afford hospitalization and medical bills!!!!!!!!

    dili lang nurse apil ang mga doctor ang ilang ibutang sa mga hospital. ingon sa usa ka doctor, ang bayad sa kapitolyo sa powerline ay 29 thousand, powerline pays the doctors 15 thousand. glen soco's company earns 14 thousand, tell me if that is fair to the cebuano tax payer. wala tarong nga serbisyo and mga hospital, walay medicines...
