    dili gani na sila ka tubag anang mga basic issues sa city, ang milyones worth of projects and issues pa kaha? wala na silay ikatubag kay ilang kamao-han kay blackmailing their political rivals, without realizing mu backfire ra sa ilang amo!

    Eugene Espedido was part of the city council that approved the 500-million peso loan.

    I think the new fire station across the hoops dome is part of the loan proceeds, along with the hoops dome itself and the new transport terminal. There are also newly-concreted roads with drainage facilities under them, such as the one in Ceres road.

    Lapu-lapu city's taxes are short for a fast-growing metropolis, hence the loans.

    If only all taxpayers pay their taxes to the city, there would be no problem of funding projects. Unfortunately, this is not so. MCIAA, for instance, earned an income of P1.3B last year, as compared to the city's something like P800M. Can you imagine that? MCIAA sits in the city, yet it is earning more than the host city itself. What's worse is that MCIAA refuses taxes to the city. The same holds true for MEPZA which earns billions but doesn't share its income to the city.

    Ironically, the impression of people from outside of Lapu-lapu is that the city is so rich because of its economic zones and the airport! If only they knew the real score...

    MEPZ and MCIA require so many services, from street cleaners to traffic enforcers to garbage collectors to policemen. Their garbage ends up in the city's dumpsite, their wastewater goes into the city's drainage system, their workers' families need medical, educational, transportation, peacekeeping and firefighting services, etc. Yet, by depriving the city of precious taxes, MEPZA and MCIAA do not help foot the bill for these social services.

    Still, Lapu-lapu City is better than, say, Mandaue City that has no decent public market, bus terminal or public park of its own, despite the fact that it has the biggest number of tax-paying business establishments in the entire province.

    hoops dome - partially finished, no flooring, aircon, lack facilities like audio systems, etc.

    deped building - dugay na nahuman pero wala gihapon magamit kay tulo ang building, wala pay furnitures and fixtures, and presently works ongoing.
    PUJ terminal - still finishing works needed, intended to be a PUJ terminal but sad to say ang V-hire una nigamit.

    Drainage system and "putol putol roads" - having problems with right-of-way acquisition but will be eventually solved because of government's power of eminent domain which requires that private property owners cannot obstruct public works projects (MCDP road projects also took years to finish due to this problem)
    Partially finished projects won't be paid per government rules, so, it's no loss to the city.
    Hoops Dome - still a work in progress; again, it won't be paid fully unless finished, so no loss to the city if uncompleted.
    Deped building - no loss to the city coz it won't be paid unless completed. Furnitures will be no problem once building is completed and found without defects.
    PUJ terminal - i took a PUJ ride there today despite its still being a work in progress.
    Public plaza - still uncompleted but cannot proceed with other works due to election ban.

    Yes, the ordinary residents and small-time businessmen like me are paying diligently unlike rich entities like Efrain Pelaez, MEPZA and MCIAA who insist that they are exempted from paying taxes to the city. As to your allegations, the cases are still pending, so your conclusions are premature.

    The Law is sound and perfect in itself but the government officials who are mandated to implement and execute them, specifically the highest sitting officer of a LGU, the mayor himself is SCREWING the LAW to serve his burgeoning pocket to the disadvantage of the tax payers who unknowingly were mislead in believing that their taxes were faithfully applied to government projects that are supposed to redound to the public's benefit.

    True...that TAXES are the lifeblood of any legitimate government for without which no government would exist. However, Lapu-Lapu City has been malign, rape and abuse other than none who were supposed to safeguard its integrity, deliver basic services to the community, create infrastructure projects, equip district hospitals with competent health workers, modern facilities and most of all medicines that are readily available to the needs of the public.

    For the past nine (9) years of the Radaza Administration the sorry plight of Carajay District Hospital has worsened. Not even a cotton ball or a sterilized needle is available to supplant and alleviate the suffering of the wounded poor.

    The Intersection of Patalinghug Ave. is supposed to be equipped with functioning traffic light. Although we can see the mandated traffic lights hanging on the Main Intersection...but why is it we see traffic enforcers manning the flow of traffic? Are the traffic lights only for show to the public that we are indeed a city categorized as Highly Urbanized?

    Why is it that roads are just being paved and cemented when election is just around the corner? Ceres, Carajay...to mention a few were roads that are supposed to be fixed years before...WHY? HAS THE DISBURSEMENT OF FUNDS AND APPROVAL OF ESTIMATES AND WORKS JUST CAME THRU? WHEN IN FACT TAXPAYERS WERE PAYING TAXES ANNUALLY...

    This it seems tickles the bigot-minded.."SCREW THE MAYOR..NOT THE LAW".
