    It takes a very, very long time for the composition of the SC to change. As of right now, the SC is composed nearly 100% of Arroyo appointees. It will be decades before the SC composition changes to the extent that this will no longer be the case. And worse, the new appointees will just come from the lower Court of Appeals, which is also stacked with corrupt and dishonest justices (as you yourself concede).

    The funny thing is, as I said before, there are many convictions secured at the MTC, RTC and Sandiganbayan which are overturned by the Supreme Court for some made up technicality or messed up interpretation that allows the culprits to squeeze through a legal loophole, some loopholes made specially just for that particular case and situation, but which have ramnifications for all future cases, making future convictions less likely and more difficult. This is because every ruling at the Supreme Court serves as jurisprudence (law) for future cases, as you should know, being a lawyer that you are. That is why the judiciary IS the key to solving corruption, and any President serious about going after corrupt people will have to fix the justice system FIRST, even above and beyond fixing the executive branch. Without a clean and efficient justice system, there will never be a solution to corruption because the chances of going to jail for corrupt practices is practically nil. You increase the risk of jail time for these crimes, and you will automatically disincentivize the commission of the crimes. It's simple logic.

    Another great weakness in our justice system is caused by the 1986 Constitution itself, which is obsessed with due process and has required a standard of evidence that goes well beyond the reasonable doubt principle used in other jurisdictions. For example, in other couuntries some important cases can be elevated immediately to the Supreme Court in order to fast-track the decision. In our country, the process has to go from RTC - CA/Sandiganbayan - Supreme Court, even though we all know that corrupt people when convicted are going to appeal all the way to the Supreme Court anyway! That is what you call a royal waste of time, but the Constitution requires it all in the name of due process. This almost anal implementation of due process clause is making a mockery of our justice system. By the time the case reaches the Supreme Court, the culprits will have long enjoyed the perks and excesses of their corruption, and worse, they may have amassed even more ill-gotten wealth which they will then use to grease the hands of the SC justices.

    hmm, now that bro. mike velarde has admitted he was paid by the government 1.2b dollars for his properties hit by the realignment.

    mike velarde is supporting villar. villar is also accused of realignment pare makabenefit iya properties.

    Pero was villar involved in the payment to velarde of P1.2 billion? There are so many accusations but no actual evidence. We know there's some impropriety there, the question is, wasn't there also an issue with Noynoy and SCLEX and undue influence while he was congressman? Hacienda Luisita also benefited greatly from that SCLEX project. IF the only evidence of wrongdoing is that someone benefited from a project, then Noynoy too should be considered guilty. I am not saying that he is, but I am saying that we need to be careful not to go too far to the extreme of completely denying due process. When I said that due process is excessive in this country, I do not mean also that we completely ignore it. We have to be responsible as well in our accusations. The insinuation that Villar and Velarde are friends because they both benefited from different government eminent domain payments is misleading. The only thing you can say is that it is a coincidence. Whether or not there is an actual link demands a higher standard of evidence than to merely say that one supports the other. I am sure there are some shady people who support Noynoy too, that is simply the way of politics in this country.
