AFAIK, depends on admin..

IMHO:
naa siguro sila'y voting or referreral by other moderators.. not sure about this..
based on actions/attitude of the user here in istorya
candidate will be reviewed by the admin.
candidates and new moderators will be under observation by other mods

mao man siguro... as what I've observed for YJOB becoming a moderator..
and yeah! YJOB has done a good job before becoming a moderator..
