Hello Hizuka! murag mu dali ra ta ma abot ni ug quantum physics or semiconductor physics. haha pero I'll try to explain it as simply as possible. hehehe

Electrons that can free move in a material are called free electrons because they are not bound to their mother atom. This means that they can move around the material freely. If you apply an electric field then they move and you get electric current. Only certain materials have free electrons and these are metals. This is probably discussed in basic chemistry courses. Some materials can be semiconductors like silicon. hehehe

Anyway, to change an element you need nuclear physics. You need to change the constituents of the nucleus of the atom which consist of protons and neutrons. So for example, you have a non-metallic atom that unfortunately lost and electron then it just becomes a positively charged ion of the element. hehehe!
