I am a Nikon user but, yes, the 40D is a very nice body from Canon. Most of my Canon friends have used or are using 40D and are very happy with it. No doubt, you will be happy with it too.
As for the lens, most of the reviews I've read are positive. It is very lightweight. Take note though that this lens is made for full frame cameras. I think 40D has a crop factor of 1.6x and this means that your 28mm now becomes 45mm (28mm X 1.6).
This is not really a problem but would just require slight adjustment on your end if you plan to shoot wide-angled shots (i.e. landscapes, architecture or group shots of people). as for long-distance shots, this lens is more than capable. the longest focal length that you zoom would be around 216mm (135mm X 1.6)

don't worry too much on gears yet. Spend time with your camera first, you will discover what gears you will be needing as you learn more about your camera. But I would suggest getting a camera bag right-away to keep your camera protected and a scratch free cloth to wipe your camera with.
