The president also has the power to veto bills sa congress and can influence legislature to effectively direct funds for proper usage.
Another overlooked power sa president is his power of appointment... namely iyang mga Cabinet secretaries. If you have a corrupt president like PGMA... you will get X-Military Generals / corrupt cabinet members like Leandro Mendoza, Avelino Razon etc...
If tarong ang president, he will choose the most qualified candidates and the ones that share his sincerity and honesty in serving the country.
If you have a president like Gibo who basically owes PGMA his position... iyang Cabinet appointments will just be like what PGMA has now.... it will be dictated by the party.... case in point is iyang Vice Presidential Candidate..... Edu Manzano. Who chose Edu ba? Gibo or Lakas-Kampi CMD? Gibo was a nobody before he was elevated to run for President.... do you believe nga wala siyay prior nga agreement with his party on who gets what position if he wins??
Gibo is just the admin's attempt to repackage itself after the bad rep of PGMA. They're trying to sell us the same story book with a different cover this time.
Who do they think they're fooling..... his speeches and nice sounding platforms don't fool me because I know that when he wins.... everything will just continue as it has always been... corruption and patronage politics gihapon.... no real significant change...
