- Transferring from One Party to another
Integrity as a concept has to do with perceived
consistency of actions, values, methods, measures, principles, expectations and outcome.
- How did he show
consistency of action when he flip-flopped on the RHB as a political accommodation for the Catholic Church?
- What
values does he possess when he motioned to impeach our very much respected Justice Hilario Davide?
- What
methods did he use and what
measures did he take in dealing with the Ampatuan issue and Typhoon Ondoy? What was the
outcome?
Competence is a standardized requirement for an individual to properly perform a specific job
- How good a job did he do as head of DND and NDCC?
Character is an evaluation of a particular individual's moral qualities. The concept of character can imply a variety of attributes including the existence or lack of virtues such as
integrity,
courage,
fortitude,
honesty, and
loyalty

Courage/Fortitude - What courage did he possess in sticking to his beliefs as opposed to succumbing to the whims of the Catholic church when he flip flopped on the RHB?
Honesty - Is he honest? Is he a man of his word? In his opening statement in the CICC forum, he said he would build a bridge from Cebu to Bohol... He later on said that the bridge would not be finished in one term... He also gave a lot of promises with regards to infrastructure in Cebu but failed to consider the budget deficit his party has left the country in..... His honesty remains to be seen whether he can actually accomplish what he says or is just blowing hot air.
Loyalty - transferring from one party to another..... that's loyalty for you...
