It's not a spectacular event. It will be low in Cebu skies (over the mountains) at 5 pm.
So chances are, no one in Cebu City will even be aware that the sun's being partially covered by the moon. But since this news got posted here, the chances of this happening have decreased a little bit
The best conditions are the following:
a) You are facing west towards the sea (i.e. Balamban)
b) 5% or less cloud coverage
c) no hazy horizon
If these conditions are met, it will prove to be a nice spectacle. It will probably look like this at 4:55 PM:
This is the maximum coverage of the moon on the sun's disk. Gamay ra ang paak.

This is how it will look like in India/Sri Lanka:
The sky will NOT turn black because this is an annular eclipse (the apparent diameter of the moon is smaller than the sun's, so more light from the sun means that the sky will not turn black as night). The only reason why the photo above has a black sky is because of the exposure settings set for that camera.
