Instead of making a cebuano anime, why not start in the same way that most successful anime titles start: manga/comic books and light novels. If the manga/comic book or light novel proves to be a success, then maybe we could proceed in making an animated version of it.
Talking about local animations, I could only recall two original Filipino animations, "Fly Aswang" and another one which I forgot the title, but I recall the story was about "datus". I haven't seen any of these two Filipino animations because, to be honest, I was not interested. I have seen the previews and I was impressed, but the focus on aswangs and datus was a turn off for me.
I mean, does it have to immediately be a story about aswangs and datus for it to be called original Filipino animation? If they want it to be successful, they should at least consider the interest of their market (in other words: 'get the attention'). Why not start on a story about Filipino highschool life, which an average Filipino teenager could immediately relate to. Then after that, gradually introduce deep Filipino culture on the next titles.
And while they're at it, they could also incorporate common types of anime characters with characters from Filipino history/culture.
