CHARGES were filed yesterday against the two men caught with Perry McNeely.
Michael Lopez and Andre Breeding were charged with violation of Republic Act (RAP) 7610 or the Anti-Child Abuse Law for child prostitution, said Prosecutor Raul Cristoria.
McNeely was not included in the complaint. He recently signed a waiver for his continued detention at the Cebu City Police Office.
Lopez and Breeding were ordered released yesterday after posting P24,000 each as bond. Judge Soliver Peras of the Regional Trial Court Branch 10 signed the release order.
McNeely, in an interview, denied the allegation of the 14-year-old girl who accused him of rape.
He asked how it could have been rape when the girl kept coming back to him. McNeely was referring to the admission of the girl that she went back last Dec. 2 to the suspect’s room in a hotel in Barangay Lahug “according to his (McNeely) instruction the night before.”
McNeely said he decided to sign the waiver because his lawyer sees strong evidence the case will be dismissed.
While he admitted having *** with the girl, McNeely insisted he never raped her.
“I never force anybody,”said McNeely.
McNeely said he came back to the Philippines to see his nine-year-old daughter “and to have fun.”
He denied reports he was with the victim inside the room when police found them. McNeely also denied forcing the girl to have *** with his two companions.
Supt. Pablo Labra II, chief of the Investigation and Detective Management Branch (IDMB) of the Cebu City Police Office, on Thursday filed the complaint against McNeely, Lopez and Breeding for violation of provisions of RA 7610.
The IDMB, led by Insp. George Ylanan, arrested the suspects at a hotel in Barangay Lahug last Dec. 2.
The girl said in her affidavit that she was invited by Marian Zanoria, a fomer guest relations officer, to go with McNeely, who was reportedly her boyfriend.
The complainant said she thought they were just going to eat at the hotel’s restaurant.
But she said they went straight to McNeely’s room. Zanoria, however, left the victim purportedly to buy food.
When the two of them were left inside the room, the victim said McNeely locked the door.
The American then told her to take off her clothes. “I was scared. I went towards the door so I could go out of the room because I was scared. But McNeely grabbed my arm and pulled me inside the room,” she said.
“Things happened because he was strong and forced me,” she said.
