 Kung walay improvements sa ila time, dili gyud na mawala ang corruption.  It seems to me you have a very limited understanding of corruption and what causes it.  You will be surprised that in many countries corruption simply disappeared after their economies improved.  Why do you think that is so?  Because the primary driver of corruption is "scarcity mentality" which in turn is caused mainly by poor economic management.  If Noynoy and Mar cannot manage the economy effectively, there will be rampant corruption without a doubt.  No matter how hard they try to get rid of it, it will never diminish or go away so long as the Philippines remains among the poorest countries in Asia.
