there is no 1 best...if we talk about all important aspects like compression ratio, popularity/compatibility, and speed/time of compression/unpacking id say there are 3 winners to choose from.

zip is best for when you need to compress HUGE files in the quickest time.
7z is best if you want maximum compression rate at the expense of taking 4 times longer to compress than zip but 7-zip is free.
rar provides compatibility/popularity(being available since 1993)/high compression rate but takes almost as long as 7z to create the compressed file.

if time/speed is crucial zip is the way to go.
for uploading to web (email and such) 7z & rar would probably be the 2 best though it takes 4x longer to create than zip it also makes the smallest end file for uploading/downloading saving precious bandwidth...
