there are squatters but there are also residents occupying the lot by virtue of the PP 409.
not all lots in camp lapulapu are owned by the capitol, there is a portion owned by the military.
yes, i think only 80% of the lot is owned by the Province.

I think PP 409 is only applicable if the Camp stayed there, but unfortunately has to be transferred. The socialized housing is effective under a military reservation but not when it is not anymore.

If im not mistaken, the transfer of the camp i think nullifies the socialized housing proclamation. if otherwise, Gloria doesn't have to bother sending Gibo to sign the MOA w/ Capitol, isn't it?

if the camp is transferred to Mactan, another socialized housing proclamation in Mactan has to be made, i think.

PP 409, which President Gloria Arroyo signed on June 23, 2003, declared 32 hectares occupied by at least 1,200 families of the 80-hectare Centcom lot as a socialized housing site.

On April 27, 2004, Arroyo awarded certificates of lot title allocations to the occupants.

PP 409 do not include a clause that it is dependent on the stay of Centcom. A socialized housing area is not something that is temporary and removed at the whims of politicians. anybody can commit a snafu, even the president, a secretary of defense and a governor.

problem with us is we favor too much building to sprout anywhere without even considering the environmental impact and geohazard plan.
it is more favorable to disperse development in nearby towns. that will result to more jobs in the towns and decongest the city.
The trees are often transferred to other sites instead cutting them just like in the Cebu Business Park. Asiatown is a cyberpark, it is a developed area so it is impossible that the sewerage system is bad. Cebu is a small City with a networth of a Major Southeast Asian City. We sure have many u/c projects and there's nothing wrong with as long as the process goes right.

i just hope they will consider the environmental impact and geo hazards otherwise we will end up like manila. there is no sewerage system that is good enough when mother nature strikes back.
    better think about it.

A good concept would be to create highrise residential condominiums and make it affordable for the common populace, because since Cebu really lacks enough space and has a population of 800,000+ people. They can't fit if we'll use the usual subdivision type housing within the City limits. Squatters especially those near the riverbanks pollute more than you can imagine.........

MANILA, Philippines—Over the past month, typhoons “Pepeng” and “Ramil” lashed northern Luzon, but residents of a town in Cagayan province are thanking their young trees for sparing their place from killer landslides that buried villages in other mountainside communities.
A 2,500-hectare reforestation project in Peñablanca town has absorbed excess rainwater and trapped soil sediments, preventing soil runoff and erosion, the prerequisites to landslides, according to the local government and conservationists.
A once barren mountainside is now dotted with more than 18,000 mango trees and 680,000 other indigenous forest trees.
Though almost all of the trees are still barely above seven feet high, conservationists say they are already big and numerous enough to help hold rain water and trap sediments.

daghan kaayo trees sa camp lapulapu. i hope dili pamutlon.
