    Hatched during the presidency of Mrs. Aquino, the SDO enabled Hacienda Luisita and other huge landholdings to escape coverage by the Comprehensive Agrarian Reform Program (CARP).

    Hacienda Luisita was exempted from CARP distribution by placing the 6,453-hectare sugar estate under the SDO, a non-land transfer scheme, which converted sugar workers into stock holders and daily workers receiving P9.50 per day without any share in the gross sales.

    The Cojuangco-Aquino family had issued a memorandum last December 18, 2008 ordering all farm workers who occupied about 2,000 hectares of the 6,453 hectares of Hacienda Luisita to destroy their crops and vacate the lands on or before October 2009.

    Hacienda Luisita is a 6,000-hectare property in Tarlac straddling Tarlac City and the towns of Concepcion and La Paz. It is as large as the cities of Makati (2,986 hectares) and Pasig (3,100 hectares) combined. Hacienda Luisita was originally part of the landholdings of the Compañia General de Tabacos de Filipinas, or Tabacalera. The estate was named after Luisa, wife of Don Antonio Lopez, who headed Tabacalera when it acquired the estate in 1882.
    It is now owned by the Aquino Family. Senator Benigno "Noynoy" Aquino as the eldest of the family is now running for president this coming elections.

    Nov. 27, 1957—The Government Services Insurance System approves a loan of P5.9 million for the Cojuangcos through Resolution No. 3202. The GSIS loan was approved after Cojuangco told the GSIS in a letter that the Cojuangcos’ acquisition of Luisita would “pave the way for the sale to bona fide planters on a long-term basis, portions of the hacienda.”

    1976—Period when the Cojuangcos should have made good on the condition of the loan agreements they signed with CB and GSIS to distribute and sell the land to farm workers through affordable terms.

    1977—Marcos government reviews Cojuangcos’ compliance with the land distribution condition
