    I am not an expert motorist. but i don't think the only reason for dimming the lights is because of the presence of street lights. It could also be used to show respect to other motorists so that they won't be blinded by the high-beams. Unlike in the province or highways, you don't have to dim your lights since there are few motorists.

    I am just saying. The signs may not be directly aimed at the provincial government. maybe it is just what it is... a road safety advisory.

    Luminance ratio sa street light are enough only for motorist and by common sense di jud ni cya mo fall under light pollution.

    Kung ing ani aw storya nasad ta ani ug noise pollution sa downtown.
