Editorial: Coffins, basketball boards, medicines

After battling over the distribution of coffins and constructing basketball boards, expect the focus of Cebu City Hall and the political opposition to shift to the giving of free medicines to woo voters.
In the “Tambal ni Tommy, Dili Lungon” program, Mayor Tomas Osmeña (the “Tommy” in the program’s name) is giving financial aid for the medicine needs of indigents, presumably with a bias for those in the south district where he is running for congressman.
That should prod his political rival, businessman Jonathan Guardo, to come up with his own medical assistance program, too, or since he sells Arthro, a food supplement, he might consider giving them away for free.
Running scared
What is observable in the mayor’s most recent electoral campaign scheme is that the pretense is off, with money, all P3 million of it, from public coffers being used for a program that openly peddles the name of a presumptive candidate in the 2010 polls.
One therefore gets the notion that the Bando Osmeña-Pundok Kauswagan (BOPK) is running scared of the political opposition or is desperate at the very least.
When incumbents ape the campaign strategy of the opposition, that says a lot of the effectiveness of that strategy and of the bankruptcy of ideas of administration bets.
Since Osmeña seems to be directing the action from the sidelines (he is still officially on leave), then he must have felt that Guardo’s campaign offensive is already making a dent on the protective barriers in his supposed bailiwicks.
Indeed, BOPK has lost the swagger it had in the past election when it rode roughshod over the political opposition, shutting it out from the City Council.
An insult
But something must be said of the ridiculous manner both the BOPK and the political opposition are preparing for the 2010 elections.
Surely, the constituents of the city, which prides itself as one of the leading urban centers of the country, deserve more from their politicians than this.
The goal has always been to raise the quality of the campaign, or in this case preparations for the elections, by focusing more on issues rather than on personalities and certainly not on inanities that are insulting to the sensibilities of voters.

‘Overpricing’ bared

OPPOSITION leaders accused officials of the Department of Public Works and Highways (DPWH) Cebu City office of graft and corruption for the alleged overpricing of Rep. Raul del Mar’s basketball boards and panaflex signs for 38 north district barangays.

...In a press conference yesterday, de los Santos showed reporters copies of DPWH Cebu City’s bidding documents for 78 sets of basketball boards with ring and painting at P11,194 for each unit. De los Santos said this was “unconscionable, very excessive and very unreasonable.”

She said they were surprised by the prices and the contract could be another “lampost controversy in the making.”
The same bidding included 38 sets of lighted panaflex signboards that cost P14,993 each, which she said would only cost P2,000 based on her inquiry. Both items are printed with “Serbisyo del Mar. With you, for you, always.”
De los Santos alleged that aside from being overpriced, there are also indications of irregularities in the bidding process.
“There is so much infighting over basketball boards, we talk about basketball terrorism, not realizing that there is more meat to the documents we are holding right now than the board itself. As you can see, the unit cost is excessive,” de los Santos said.
She and Guardo said their own basketball boards cost only P1,500 to P2,500.
The documents were mailed to her office by a certain Romalo Tangmuan last Tuesday and she said these were enough for the ombudsman to act on.
“I presume the overprice applies to all boards unless the BOPK shows proof that they have a lower price,” Guardo said.
But according to records of the City’s bids and awards committee, City Hall’s basketball boards cost P1,285 each while the ring costs P369.50 for a total of P1,654.50 for the set.

ang basketball board cost 1.5k-2.5k is not for long-term..naka buhat nami b4 ug board + ring + paint.. it cost us 5k-6k apil na taud..if this is use for outdoor, the board need to be coated para d magabok.
the current editorial speaks about desperation and indeed it has some grounds. What the other guy is doing you are also doing? What is that?
