Better set a budget first. I would suggest a Canon 450D or 500D or a D90 for a Nikon. I don't like how you have to go through the menus first in order to change settings in the D60.
I think the camera alone will keep you enthused for a few months before you want to buy additional accessories.

As for me, I always try to buy 2nd hand. Para masulit ako kwarta. Only when I can't find used items do I buy for it brand new.

I don't think this will happen. Maybe 5 years from now, there will be better cameras which have better image quality.

Market segmentation ni sa mga camera manufacturers. Entry-level is for first-time buyers of digital SLRs. So minimal features, more user-friendly (daghan automatic settings), lesser build quality. But in the end, these cameras can still produce great pictures.
Actuations measures the number of times the camera has taken pictures. The shutter in the camera is mechanical thus subject to wear and tear.
