If the "libel" is based on the statements in the complaint for libel, then the answer is no, because it's privileged. The counter-suit would be for perjury - depending on what exactly the statements are.

If it's before any complaint for libel is filed, what usually happens is that both sides will libel each other. When one side files a complaint, the other side will immediately file its own complaint for libel.
