The feelings could all be there, but the person doesn't know what to do with them, or is so overwhelmed by them, or gets scared because they've never felt like that before, and they'll act poorly upon those feelings and then the relationship is screwed. But the feelings were right, it's just that the people involved weren't ready for the feelings.
