1. What are the requirements (Gov't permits and such)?
2. Specific salary plans and admin fees
3. Minimum Start-up capital, etc.

don't go to any bznz becoz u only think its profitable

musulod gani ta ug Business, profit baya gyud ato gi-apas. wala koy kaila nga nisulod ug negosyo nga ganahan malugi. I dont expect to learn everything here, pero at least naay maka hatag ug directions where I can get the necessary info. =)

Capital would depend on the # of people you will be serving.
I think you should coordinate with DOLE about this since you have to register your agency with them. Just be prepared since multi-national companies would be 60 - 90 day terms.
