    It is NOT justified.
    
    1. The requirements for the consitutional provision have not been met. It requires: 
      1.1 Lawless violence. There isn't any. Rallies are NOT lawless violence.
      1.2 Rebellion. Where's the rebellion? A few military officers "withdrawing support"
        is not rebelliion. A coup de etat is rebellion, but as per GMA's own reckoning, 
        it has alreayd been contained.
    
    2. It is misapplied. There is no provision for blanket revokation of rally permits in the 
      Constitution. Rallies do not constitute rebellion or lawless violence.
    
    Sad to say, but the Arroyo Administration has clearly overstepped the Constitutional provisions. The 
    proclamation should be lifted immediately. The current laws in force already give the government enough 
    authority to do what must be done.

    A GOVERNMENT HAS THE RIGHT TO PROTECT itself from a threat. But a government has no right to tyrannize the world to protect itself from that threat. Gloria Macapagal-Arroyo (GMA) is not doing the first, she is doing the second. Her response to an attempt to unseat her by force is to become a dictator.

    how many times GMA defend her self from this opposition threat for coup? how many times wev seen on tv police riot against rallyist.. heavy traffics.. and etc... wala pa ta ma tagbaw ani?

    if u were the president what will u do in situation like this?

    i have no theories for that.. thats my own opinion...

    The threat of a coup is always present even during Marcos' reign. If PGMA's strategists had thought of the situation thoroughly, she wouldn't have had to declare the state of emergency. Why?

    If the coup plot was indeed quashed as it was declared to be, wouldn't it have made the government more stable and be perceived to be strong to the public to just come out with an annoucement that PGMA's administration was able to foil an attempt to overthrow her and that they did it quietly?

    Or maybe even just downplay the coup plot until it is clear who were the instigators of the plan, and maybe then come out with an announcement about it.

    Maybe even just keep quiet about it. Since nothing happened, since the plan was exposed before it's execution, there was no need for the public to know about it. There are times when ignorance is bliss.

    The declaration of the state of emergency clearly shows the weakness of PGMA's political will to handle situation democratically. Slowly it has unveiled her plans of Martial Law. What do people have to say about the warrantless arrests of known critics of the PGMA administration (Prof. Randy David and Crispin Beltran) ? The taking over of the Tribune?

    It sounds all too familiar. Too familiar that it's almost impossible not to notice the similarities to martial law.
