Even if there is no word GOD! The universal laws and principles can still exist and stand alone without the Anthropomorphic GOD! The universal laws such as the law of karma doesn't even care about the concept of GOD whether you believe in GOD or not!

Jamaicans, smoke marijuana as a herbal equivalent for tobacco(that is the idea somehow) and for spiritual purposes(as they say). Most of them did not know that it has side effects which is hazardous to them and to the 2nd hand smoker. But they continue smoking it without a hint of a guilty conscience when in fact their group teaches peace and calmness and goodness. Even until it(marijuana) was banned for the same health hazard reasons, all they know is that it never affected their life, and in contrary was a medium for them of a sorts of spiritual attainment.
Why did this happen?
Because they lack the knowledge that:
1.) Smoking marijuana can also affect 2nd hand smokers.
2.) That marijuana is prone to abuse.
3.) Marijuana is already a taboo.
So did their conscience failed it's task? No, it did not for it only, as I have said, supplies the policy you already deem(with knowledge) as good or not.

How can the conscience supply the policy when whatever is encountered provides the judgement already without the very POLICY you are talking about ?

It could be dependent in a very indirect way but it will never over rule the conscience . KNowledge is man made while conscience is nature that came with us .

Since when was throwing Holy Water a VIOLATION ? Its just a matter of respecting it . Again ... you were basing your morals being a Christian . That is how the issue of who sets the STANDARDS of MORALS if there is no GOD to follow ?

If I smoke MJ , my conscience dictates me that it is bad even without knowing its side effects and whatever negative contributions it will provide to the people around me . Just by knowing it is a DRUG and whatever knowledge it covers is outside of my perimeter . All I need to know is that its a drug . On the Jamaicans issue , it is religious for them . They are being guided probably to a somehwat similar to the 10 COmmandments or whatever it is for them . They are bounded by the POLICIES of their beliefs .

Did you conduct the study about the Jamaicans ? ANy surveys ? Tallies ? Talk to Jamaicans like in the thousands ? Dont speak for them ... you yourself probably havent even seen weed in your whole life and just correct me if I am wrong .

When we talk about CONSCIENCE and KNOWLEDGE , dont limit yourself to a specific issue . Cover the whole 9 yards , elaborate and generalized .

Again, Good or Bad is governed by Society. If Jamaicans think smoking weed is good for them what gives you the right to judge them that it is wrong? Because YOUR beliefs tell you it is bad and unhealthy?

Mao na sa uban ninyo you think that just because you can't win over a culture's beliefs you cower in your man-made god as an excuse as to why something is 'bad'.

And for the record, if any of you did your research right, marijuana is WAAAAAAY less toxic than tobacco. The nicotine in MJ is so minute that it would even take you a long time to accumulate a certain amount than by smoking the same number of cigarettes. Yet most of the uniformed claim it is bad and yet do nothing about cigarette smoking. Why? Because modern society backs up tobacco production and has corporate commercial backing. Marijuana doesn't. If the world started differently it IS possible that tobacco is considered illegal vs marijuana. The banning of marijuana in countries like the US was done not out of knowledge but of IGNORANCE. Even Penn & Teller exposed falsified gov't documents that produced the result that would sway gov't officials to ban it!

If you have trouble relating that 2nd to the last sentence. Here's another example. Aviation laws ban the use of cellphones on airplanes even if their is ABSOLUTELY NO EVIDENCE backing the fact that it disrupts radio transmission. Speculative ra na tanan. No airplaine in modern times has crashed because of a cellular phone!

The problem with society, they might dictate what is right and what is wrong. Like you said marijuana... yes its true... never proven in science to trigger any brain irregularities nor it gives you bad health. But then again we got cigarette advertisement... People in Power wants control therefore they dictates.

In north Korea oh yea, KIM JUNG ILL is God, they pray for him, people pledge to kill Americans... I don't know if this kind of society is still Right. But yea they are one big Society... I don't know brad.
