    Yeah, agree ko ani.. kay kanus.a paman nato ilisan ang government..bisag kinsa bitaw nga president..walay nahimo pra sa mga TAO.. ang mga kontra neh ARROYO kay kauban rapud neh ESTRADA..nya unsa man sad nabuhat anang ESTRADA. ang mag cge SUGAL.. halos tanan man president wala man kahay nahimong sakto..SO THIS IS THE TIME to CHANGE THE CONSTITUTION..

    I guess we have to vote for the right people then so we can be certain that the Parliament will work for the benefit of the people and not for themselves. If we will not vote for the people who will usurp power, then we can be assured that the Parliament will not be there for their own sake and not for the sake of the people.

    This is the reason why we have to vote not based on popularity but based on platform and performance. If we get to do this correctly, everything will follow smoothly. But of course, we must not forget the fact that the people should work hand in hand with the government. We cannot just elect people and stop all our political maturity after that. We must be vigilant enough for them to notice that we are checking on them whether they are serving the people or not. After all, we are just delegating the power to them by electing them in public office.

    yup. correction lng ko gmay. the members of the parliament will vote for a prime minister, not a president.

    and even though the people can no longer elect a president, a parliamentary form will give a better representation for each district. coz as of now, the people are equally represented by the lower House only, while in contrast the Senate isn't. if he's not taga Luzon, artista cya gained by his popularity. this kind of set up is not effective and efficient. one thing is that any bill that is cooked up by the Lower House still has to go thru the Senate before being approved (or disapproved) into a law. ang ending, no equal representation gihapon sa mga tawo.

    if we look back at history, we have had parliamentary form of governance. i think that was in 1938. it marked a strengthening of the economy, unfortunately the cloud of the Second World War loomed over the horizon.

    Political maturity then is not an issue if we revert back to parliamentary system. the more compelling issue regarding that matter is our semi-feudal democracy where only 10% of the population holds the country's wealth. and hopefully a change to parliamentary coupled to a federal system will change all that.

    it is also good to have a decentralized federal system coz as of now, the disadvantages of the traditional highly centralized unitary system are too obvious.

    u myt have overlooked our 2010 elections. it myt be majority Congressmen as allies of the admin now, but we will not be gonna sure after. besides, it's not PGMA's doing why we have more admin Congressmen. the people voted for them u know. u myt have also overlooked our senators. they are mostly from the opposition.

    The restoration of free elections and formal democracy under the 1987 Constitution has not empowered citizens to check or mitigate our pervasive problems of poverty, unemployment, corruption, social inequality, injustice, rebellion, and the environment. Underdevelopment and population still force legions of Filipinos to migrate as our country lags farther behind our advanced neighbors in the region.

    We restored our adversarial separation of powers in a presidential system that continually creates conflict and gridlock between the Executive and Legislative, with a vengeance. Our outmoded form of government and dysfunctional political parties sustain our politics of personality, patronage, cronyism, and corruption and without transparency and public accountability.

    The lack of “good governance” under our unitary-presidential system has contributed to the aggravation of the people’s condition and problems while benefiting the ruling class, elite or oligarchy. A call has been made to the disadvantages of the traditional highly centralized unitary system and the probable advantages of changing it with a federal system to improve governance at the national, regional, and local levels.

    At the same time focus should also be made on changing the traditional presidential system to a parliamentary system. Undertaking the vertical structural reform (unitary to federal) simultaneously with horizontal structural reform (presidential to parliamentary) will create synergy in the improvement of governance.

    Make also the point that the determined reform of the party system and the electoral system is necessary for the success of a federal-parliamentary system.

    Characteristics of the Proposed
    Federal Republic with a Parliamentary Government


    1. two orders of government, (Federal and regional), each in direct contact with its citizens;
    2. an official, constitutional sharing of legislative and executive powers, and a sharing of revenue sources between the two orders of government, to ensure that each has certain sectors of true autonomy;
    3. designated representation of distinct regional opinions (regional interests, rights, welfare) within federal decision-making institutions, usually guaranteed by the specific structure of the federal Second Chamber (Senate);
    4. a supreme written constitution that is not unilaterally modifiable but requires the consent of a large proportion of federation members;
    5. an arbitration mechanism (in the form of courts or a referendum) to resolve intergovernmental disputes; and
    6. procedures and institutions designed to facilitate intergovernmental collaboration in cases of shared domains (jurisdictions) or inevitable overlapping of responsibilities (powers, authority, functions).

    What do we expect to achieve through the proposed Federal-Parliamentary System?

    With greatly improved governance in a federal parliamentary democracy, gradually we shall be better able to develop greater human and institutional capabilities for good governance: (1) to solve our problems, meet our challenges and achieve our goals as a nation; (2) to effect needed change and reforms faster, and (3) to sustain our development and modernization. In this way we can achieve a just and enduring peace and accelerate nation-building and development for our people’s dignity, security, prosperity and welfare, and to enhance our country’s ability to participate in the global economy and community. This is the prospect, gradually, over the next generation or so.

    in 1938 there was only one party dominating the Philippine politics and that is the NAcionalista PArty.. if we look closely at the NAcionalista party, their advocacy during that time is self-rule of the philippines... The party is the leading political party if not the only political party.


    what im saying is this that party is the only representative of filipino especially its fight for self-determination during that time...

    bottomline is.. Poltical PArties ina parliamnery form of government plays a great role... and our existing poltical parties is not the type of parties fitted for a parliamnetry form of government..

    there are alot of pros in a federal govenment and even in a parliamentary form of government.. but the real question is are we ready for that kind of system?

    and you will say we wont know till we try... ano yun trial and error... we must still look at our history, social and poltical structure and we can see hindi yun bagay para sa atin... marami pang rin filipino ang power hungry blame it on the fact na for 333 years tayo ay mga indio lamang... hahahhaha
