2 laptops... one has higher specs but performs slower. why?

k-lite media player
nero
mozilla
adobe reader
and a few yahoo games

basically mao rajud na. pang basic usage ra ba.
by d way, disabled naman nako ang startup items. both laptops, almost the same ra nako pagka configure. its just that ang laptop with the higher specs maoy mas hinay, mao nay ako gikalibgan.

you have 2 racing carts.
the first cart has 10 horses pulling it.
the second cart has 8 horses pulling it.
all horses are equal in strength and speed.
but the cart with the 8 horses wins against the cart with 10 horses, which is not supposed to happen.
mao na ang situation if i describe it.

ill experiment tune-up utilities and see if it helps.
