i'm pretty sure their remittances were in order. moreover, daghan wa makadawat. so, my grandma's case is not isolated or do you have another "valid" explanation?

my grandma is 89 years old, sa ilang panahon di pa na uso ang wala'y remit2x.

I am just wondering how come your grandma, who is 89yrs old has problem with GSIS pension .. my mom has been recieving regularly her monthly pension as a teacher .. now, as I can remember well, all pensioners should have a GSIS ATM for their pensions, since 3 years ago, try to inquire if your grandma had gone to the GSIS regional office for the ATM documents ..

yep, she has been going there personally and regularly. latest reason that i know among countless of reasons was that biometric thing. ambot unsa na sad ang rason karon. plus, dili ra siya ang nagkaproblema ani. as far as i remember, aside from the people in this fourm, na news ni nga daghan wa kadawat. so my grandma's case was not isolated.

BTW, she has her ATM pero way pension nga mosulod.

Really? I will inquire from a friend in the GSIS Main what is meant by "biometric" you are saying, and why some do not receive pensions regularly .. I guess my mom is just one of those lucky members then ..

giddyboy: correct. human inefficiency and ineffectiveness in the top level but I don't think they will honorably admit that they failed. They always have the ability to blame others.

No. The barometer should be the overall financial and operating standing of an institution. Anybody with a degree in finance and management can attest to that.

Yes lage ni more than triple ang income sa GSIS, that is a good thing. But let us also note that the payment for claims and benefits has more than tripled too.

you should also put in there the efficiency like how many of the members were given their benefit dues as compared to the total members, or, how many members were not given their dues vis a vis to the total number members who availed of those benefits.

you should also look into the agreements done between GSIS and IT companies like IBM if there were no problems whether externally or internally. if im not mistaken, GSIS has sued IBM Phils for violating procurement laws including Edilberto P. Ocampo, former GSIS senior VP for IT and James G. Velasquez, IBM Phils country general manager, for illegally extending the license for OS/390.

anyways, what i see are biggest problems facing GSIS pensioners nowadays is that E-card system. They better put their acts together to address that problem immediately or else the complaints will be getting worse and could mean the end of Winston's career at GSIS.

meanwhile, if ur grandma did not get a biometric thingy as required, then that could be the cause why she did not receive her pension.

"PLUGGING THE NEVER ENDING SCAM"

One big probable cause also why some people especially some privileged few (and some former cronies of Marcos) wanted to desperately oust Winston from GSIS is that since he took over, he effectively plugged the "never-ending scam" in some ways.

In a PCIJ report dated 2001, It tells how the GSIS, in collusion with local brokers & some of the world's biggest insurance firms, has charged hefty commissions from overpriced insurance sold to govt agencies.

FOR years, local firms in collusion w/ some of the biggest insurance companies in the world, including the likes of the British company Jardines, have fattened themselves from bloated premiums & commissions from govt agencies.

Private insurers interviewed for this report say that since the Marcos administration, insurance firms & their brokers have made a killing on GSIS reinsurance contracts. These brokers normally set aside huge entertainment allowances to wine & dine officials of the GSIS and those of the insured govt agencies, says a long-time insurance consultant who asked not to be named.

The GSIS, say several sources in the insurance industry, has consistently charged govt agencies overpriced insurance premiums so it could pay fat commissions to favored brokers & reinsurers.

Such overcharging is done with the collusion of the top finance people of the insured govt entities, who inflate the losses on insured properties to justify higher premiums. More premiums paid by the insured agencies translate to bigger commissions for the GSIS and its brokers, say insurance industry insiders.

In 1994, a team from the Commission on Audit (COA) tried to go to London to investigate the reinsurance fraud, COA auditors say. This was after they had uncovered huge losses in the GSIS arising from premium advances to favored brokers, and unpaid insurance claims.

COA found that when the insurance claims of some govt agencies rose, these brokers suddenly declared bankruptcies, leaving huge unpaid claims in the books of GSIS & the state agencies insured.

The Senate also did a probe in 1996, on the basis of a COA report that showed the GSIS had more than P500M in uncollected claims from foreign & local reinsurance firms as of end-1994.

As a result of the Senate probe, the GSIS charter was amended in 1997, placing its investment activities under the Insurance Commission’s watch. Still, this did not plug the loopholes that made connivance on reinsurance deals possible.

Serge Osmeña, who was a member of the joint Senate committee investigation in 1996, likened the reinsurance scam to the Russian matrushka doll. “Once you opened it, you end up discovering another doll inside. You won’t know how deeper it goes.”

Osmeña said close friends of Marcos cronies had set up reinsurance brokers with British-sounding names to create the illusion they were reputable members of the Lloyds Group of London. With the collusion of GSIS officials, these local brokers overpriced the insurance premiums on govt property & got fat commissions, he said.

By the time the insured agencies filed huge claims, some of the reinsurance brokers had closed shop. For years, these brokers merely paid smaller claims out of the premiums from the insured state agencies but did not set aside a buffer to cover huge losses. When the claims mounted, they delayed payment as long as they could until they went belly up.

Lawyer Winston F. Garcia said he tried to learn from these mistakes and that his first acts as GSIS president and general manager was to “clean up” the reinsurance business, where “small-time” insurance brokers had made a killing on GSIS contracts by ceding the business to dubious reinsurers abroad.

Before he took over, Garcia said most of the reinsurance deals at GSIS were “broker-initiated.” Brokers offered insurance to a govt agency, referred the business to the GSIS and then got a commission. The GSIS automatically renewed contracts with brokers “without the benefit of a public bidding.”

Garcia then issued Office Order 10-01 directing GSIS to reinsure directly with National Reinsurance Corp of the Phils (National Re), a private company created by a Presidential decree that is composed of 74 local reinsurance companies. GSIS is National Re’s biggest shareholder with a 19-percent stake.

Garcia said the order allows GSIS to deal directly with the top 10 reinsurance companies and bans small-time brokers. The move, he said, was “in the spirit of transparency and objectivity.”
