here is a challenge to Tita Gwen:

asphalted lighted highways, ALL THE WAY to the north and south

electricity and communication in the ENTIRE province.

improved equipment and mobility for police stations for each town.

decent major hospitals in strategic towns in the north and south and a working ambulance for each town.

here are some longshot projects that she can implement or lobby, an alternate lighted highway from north to south and a railway system.

kanang tinarong na projects ha, dili ng para sa mga mayukmok nga yama-yama ra para ingnon na'ay project.

    ...and people read tabloids.

because CDN is new and Freeman did not improve and wala na'y lain.

so the strong readership context is really out of the question.

BTW, those articles you are posting are self-serving for the charlatan. so it doesn't make any difference really.

well, that's not a good excuse..."readership" is a gauge on how good a publication is to the people in question.

that's not an excuse that is a logical truth.

honestly and biases aside, i find the writers of CDN "relatively" more credible and "some" of the writers in the Freeman better writers than most in Sun Star.

here is the awful truth, in Philippine society, commercialism sells thus Sun Star is more mainstream and bigger thus sells more.

in a relatively more intelligent society, say the United States, indie music or labels, or non-chain restaurants sell because they are patronized with their true value and service and not "better distribution and marketing".

in this side of the world BS or in this case "photo-ops" will easily reek.

it's just unfortunate that we are not in that kind of society thus giving charlatans more leverage to intimidate some and manipulate most of our people.

in short, sa pilipinas dali ra kaayo magpa-pogi points. na-presidente gud si erap in a fair election. isn't that proof enough?

    POWER
For now, Cebu is relying mainly on the geothermal energy that is being supplied to the Visayas-Panay grid to which the island is part of. The grid has three main power baseloads with a capacity of over 2,200MW of electricity. Other sources of power are thermal and diesel generating plants.

These sources provide Cebu island with 220V AC electricity.

Power distribution companies for the mainland are the VECO for Metro Cebu and the CEBECO for the rest of the mainland. Island municipalities, meanwhile, are being served by the Bantayan Electric Coop (for Bantayan island comprising Sta. Fe, Bantayan and Madridejos) and the Camotes Electric Coop (for the Camotes group of islands composed of Tudela, Poro, San Francisco and Pilar towns).

However, construction is well on its way for Cebu to have home-based power plants in Naga City through the Korea Electric Power Corp. and Toledo City through the Global Business Power Corp.

The two new projects combined will provide an additional in-land capacity of 436 megawatts of power for Cebu by 2010, which should be more than enough to meet Cebu’s sustained growth in the coming years.

    ACCOMPLISHMENT REPORT:
    * Distributed some 2,800 electric poles in the barangays
    * Energized 81 sitios in 17 municipalities, making it close to achieving its target of 100-percent electrification of every sitio in the province
    * Completed the electrification of Hilantagaan island in Sta. Fe
    * Signed an agreement between KEPCO-Salcon, National Power Corporation and Transco to ensure an additional power supply to sustain Cebu’s growth
    * Supported in the construction of new power plants in the cities of Naga and Toledo

    WATER
Distribution of water in Metro Cebu areas is being handled by the MCWD. Water distribution facilities in the towns beyond the metro are being operated and managed either by local water district cooperatives, or their respective municipal governments.

The Cebu Provincial Gov't, however, has begun the process of bulk water supply development to supply the whole island and plans to tap private-public sector partnerships to realize this.

    ACCOMPLISHMENT REPORT:
    * Completed 22 Level III water systems in the province, which means bringing water through faucets in thousands of households, including major island towns like Bantayan, Sta. Fe and Madridejos
    * Finishing 15 more Level III water projects in 2008
    * Advocated for, and assisted local government units, in taking over inefficient and non-performing water distribution systems ran by cooperatives for the sake of transparency, accountability, and improved services
    * Laying the groundwork for the development of a bulk water supply
    * system to supply the entire island of Cebu, through public-private partnership, from water sources in Carmen, Sogod and Badian

    TELECOMMUNICATIONS
Cebu is host to major telco companies, whether landline or mobile phone networks connecting all of the island: the PLDT Company and Globe Telecom, among others.

Whether on business or holiday anywhere in its 44 towns and seven cities, one would not have to worry about connecting with loved ones or the office.

Internet cafés also abound, and several establishments in most places are already making use of wireless internet connections.

    LAND TRANSPORT
Around Cebu’s 44 towns and seven cities, the public can ride on Vallacar Transit’s Ceres Buses, Philippine Cebu Bus Liners and Rough Riders’ Bus Co., among others. There are also several taxi companies and vans-for-hire servicing the riding public.

    ROADS
    * Paved 68 percent of the 825 kilometers of provincial roads, targeting 534 kMs by end of 2008 and with an aim to have “not one inch of provincial road unpaved” by 2009
    * Concreted 81.67 kilometers of barangay roads through the BRGY Road Concreting program, where a total of 294,000 bags of cement distributed to barangays
    * Converted 69 provincial bridges from wooden to concrete
    * Concreted 7 bridges that are supposedly under the National Govt, and will convert the last remaining wooden bridges in the province at its own expense

    NORTH & SOUTH GEN HOSPITAL
North (or South) General Hospital is a 150 bed tertiary infirmary fully equipped with the latest cutting edge technology for your optimum diagnostic and therapeutic treatment under the care of our elite medical and surgical specialists. It is conveniently located to cater to patients North (or South) of Cebu City with its quality services at affordable rates.

    PEACE AND ORDER
    * Distributed military jeeps to police stations and firetrucks to towns and cities.
    * Constructed the P10-M new headquarters for the CPPO, and lobbied for the release of P10 M from the Phil National Police for the improvement of provincial police capabilities
    * Continued logistical support such as communication systems and other equipment not only for the CPPO but also for the Regional Mobile Group, the 78th Infantry Batallion, and the Special Reaction Unit, the first of its kind among provinces
    * Steering the thrust for the maintenance of peace order by being head of the Regional Peace and Order Council, wherein she pushes for an all out war against insurgents by focusing on improving economy in the countryside and offering second chance to those who turn themselves in
    * Through a private partner, distributed close circuit television (CCTV) or security cameras to each police station
    * Computerization of the CCPO, which now enjoys speedy monitoring and reporting of its police stations through IT-enabled services.

    TOURISM
    * Initiating a new direction for tourism beyond beaches, which is the promotion of culture and heritage through the establishment of provincial and town museums and the encouragement of towns to have their own festivals
    * Institutionalization of the Suroy-Suroy Sugbo, a high-impact and successful tourism program for the towns that has since expanded into five different packages: Southern Heritage Trail, Northern Escapade, Urban Adventure, Discover Enchanting Camotes and Explore the Midwest
    * Completion of the Cebu Performing Arts Center
    * On-going restoration of the 400-year-old Boljoon Church
    * Eco-tourism project for Malapascua to rescue the island from environmental degradation and to enhance its potential as a world-class destination

ug dili ta patakag storya bahin anang bugas ug kamote pre oi. AFAIK, that was only suggested by Gwen to all Cebuanos during the rice crisis (kadtong nimahal ug ayo ang bugas ug nag nihit). Dili pasabot nga kng ni-suggest, iya na pugson iyang mga constituents ug kaon ana. Actually the intention is good and not the other way around.

We've done that bugas/kamote thingy even during World War II. ikaw kung di ka ganahan mukaon ana, wa may namugos nimo kung naanad ka ug mahalon nga Jasmine rice.
