Inno3d/Palit/Sparkle and several others dont manufacture the PCB for their cards, they usually come with nvidia reference design especially on the high end models, custom designed PCB are allowed after some time when the brand makers design is approved by nvidia but still manufactured by nvidia's own partners. The brand maker slaps in its cooler/sticker/packaging and provides warranty support.

Nvidia made the GPU, so its quite expected of them to design the reference PCB, when customized PCB's are approved, it goes to the same factory where the reference design is made unless the said brand maker has its own production plant.

Monopoly is out of context in this one.
