no, i am just a 24 y/o normal citizen. a mere mortal here, software developer, wondering what i can do for society, the government agencies that you mentioned. i reckon the first problem i guess would be "penetration". i can't just walk up to the head of some government agency and say "hey i can provide you a software solution to better your services to the filipino people. my team can do it for free. free because we think the filipino people deserve better service from you."

i think the best option for me is to start at the bottom.. barangay hall level.
