Anything that has DNA has the potential to mutate. Ergo, humans can be mutants.

Proof. Look at babies who were born without legs, or sometimes born deaf or blind, or have other deformities? Now are you going to say that this is "God's plan" for them, that's why they are born deformed? Ok then, let's accept the fact that this is indeed God's plan for them--this necessarily concludes that only God can create these deformities right? EEEEP. Wrong. If one bombards a fetus with radioactivity (i.e. gamma rays, Cesium 90, etc etc.), all forms of genetic mutation can occur--the child will surely be born with defects or even, on the opposite end of the spectrum, some abnormality that normal humans will consider a "gift" or "talent".(i.e. being a savant).

Ergo, a divine being doesn't necessarily ONLY have the absolute power over mutations--humans equipped with the proper equipment can cause mutations, much as stray cosmic rays or gamma rays penetrating through our Earth's atmosphere, and down onto you body, can. They can mutate humans as well as other organisms.
